At COP30, over 80 governments are proposing an initiative to address the debt crisis in the Global South by financing the transition to renewables with public grants instead of loans. The current debt architecture traps developing countries in a cycle where fossil fuel revenues are needed to service debt, hindering efforts to phase out coal, oil, and gas. Policy recommendations include debt cancellation and ending international finance for fossil fuel expansion to address climate challenges. Proper funding for renewable energy and diversification is crucial, as many countries in the Global South lack support for making the energy transition. The broken debt system must be fixed to confront future climate shocks and ensure a successful transition to renewable energy sources.

Methane emissions in China account for a significant portion of global warming, and the country's updated NDC now includes all greenhouse gases, showing a stronger policy focus on addressing methane alongside carbon dioxide. While there are feasible solutions to reduce methane emissions in various sectors, the lack of structured financial support is hindering the scaling of abatement projects. To close the methane finance gap, the report recommends incorporating methane into future NDCs, enhancing monitoring systems, and mobilizing finance to turn abatement projects into bankable initiatives. China's experience in addressing methane challenges can offer valuable lessons for other emerging economies and countries in the Global South, emphasizing the importance of investing in energy, agriculture, and waste projects to reduce methane emissions.

Discussions highlighted the urgent need for financial support, technology transfer, and international cooperation to address the impacts of climate change in these regions. Other key issues raised included ensuring housing and fair compensation for communities affected by green projects, funding for young Black people in climate economies, and recognition of food sovereignty and security in climate policy.
