In 2024, solar and storage constituted 84% of new electricity generation capacity in the U.S., highlighting the ongoing shift toward renewable energy. However, low-income communities continue to face significant barriers to accessing these technologies. To address this, state governments are implementing initiatives, such as tax credits and community solar programs, aimed at facilitating solar adoption. Notably, there remains nearly 14 GW of untapped potential on commercial rooftops that could greatly enhance access to solar energy for underserved populations.

In California, the Westlands Water District has been advancing its Valley Clean Infrastructure Plan, which aims to develop up to 21 GW of solar generation on fallowed farmland primarily to mitigate water shortages in the San Joaquin Valley, with secondary benefits of economic opportunities for farmworkers through collaborative stakeholder engagement.

Globally, Kigali, Rwanda, is executing a comprehensive initiative to restore nature-based infrastructure to combat climate change-related flooding. This includes the Nyandungu Eco-Park project and the restoration of wetlands, with plans to plant 3 million trees over five years. The city’s efforts are supported by community engagement to ensure sustainability and effectiveness. Additionally, Japan’s first commercial floating offshore wind project, the Goto Offshore Wind Farm, initiated in 2019, has commenced operations in 2026, promoting renewable energy and local involvement in its implementation.
